Press freedom suffered greatly under the autocratic regime of former Philippines President Rodrigo Duterte. Similar concerns surround newly elected President Ferdinand Marcos, Jr. Independent news outlets, such as Maria Ressa’s Rappler, face a slew of trumped-up cases in courts and incessant disinformation campaigns smearing their reporting.

In the midst of this suffocating environment, tech platforms have become both the medium where repressive regimes deploy their propaganda and the front where independent media holds the line. Do platforms and search engines offer a neutral territory? And who should decide the rules of the game?

  • Maria Ressa co-founded Rappler, the top digital-only news site that is leading the fight for independent journalism in the Philippines. In October 2021, Maria was one of two journalists awarded the Nobel Peace Prize in recognition of her "efforts to safeguard freedom of expression, which is a precondition for democracy and lasting peace."
  • Richard Gingras is Vice President of News at Google. In that role Gingras guides Google’s strategies in how it surfaces news on Google search, Google News, and its smart devices.
