On September 29, 2022, President of VTF Truong Ngoc De paid a visit to the National Institute of Sport, Expertise, and Performance (INSEP) and met with French team coach, Rosendo Alonso to discuss about coordinating training support for the Vietnamese team when the delegation arrived at INSEP to train. The Vietnam Taekwondo team used to train twice a week at the INSEP Center in order to prepare for the Olympics.

On the same day, the delegation met with Bagneux city leaders to discuss supporting accommodation venues and rubbing competitions with local Taekwondo clubs when the Vietnamese team traveled to France for long-term training. Mayor Marie-Hélène Amiable stated that the city will make every effort to support the Vietnamese team when they travel to France for training, citing the city's long history of cooperation with Taekwondo clubs in Bagneux and Taekwondo Vietnam. The mayor also suggested that in the near future, the VTF develop a specific plan for Bagneux to coordinate for coaches and athletes to practice the content that Vietnam has strengths in, such as rights and professional techniques that Kukkiwon has recently popularized.

Mr. Mouloud Haddad, Deputy Mayor of Magneux City in charge of sports, and the delegation visited the training facilities, gymnasiums, and accommodation planned here. Mr. Truong Ngoc De stated that he would send the first delegation of coaches and athletes to train in France and at INSEP, and he was deeply moved by Bagneux City's special feelings for Vietnam.
The VTF delegation went to the INSEP Center's modern taekwondo gym (France).
According to the plan, Olympic Taekwondo qualifiers will be held simultaneously on all continents by 2023, with Taekwondo Vietnam aiming for at least two spots in Paris in 2024.

Previously, as part of the working program in Europe, the VTF delegation, led by President Truong Ngoc De and Dr. Vo Danh Hai, Head of the VTF External Communications Department, participated in activities commemorating the 50th anniversary of the establishment of diplomatic relations between Vietnam and Austria, and worked at the office of the International Taekwondo Federation (ITF) in Vienna, Austria.
